I use 7" squares cut diagonally to make 2 triangles. Each triangle will make one cone. Many people use rectangels or other sizes of triangles. Try a few different methods and see what works best for you.

This demo is pretty self explanatory. The one thing you can't see very well is that I put a piece of tape half overlapping the large opening of the cone after I fill it 2/3 of the way. Then when I fold the top to roll it down the tape seals of the opening and prevents leaks. Another method of sealing the cone is to twist the top and close it off with a small rubber band.
